BUCS Sport Review - Promotion/Relegation 2018-19 Impact Announcement 22/03/2019

Following the Sport Review announcement on Friday 8 March 2019, the BUCS Executive have been utilising feedback gained via the Sport Review, and working with respective Sport Advisory Groups, to finalise the mechanisms to facilitate the changes to Men's and ICG Women's Hockey, Women's Lacrosse, Women's Rugby Union and Women's Table Tennis, which were approved by the BUCS membership.

Below is a detailed summary for each sport, outlining the process that will be used. Where possible, BUCS has applied a consistent approach across mechanisms. For example, for the team selection associated to the creation of new national leagues (and the new Premier Tier for Table Tennis) the principle of quantifying performance over the past 3 seasons has been applied.

As a result of the process outlined above, we can now confirm that due to the introduction of new leagues/tiers, and the restructuring of existing leagues/tiers for these sports there will be no requirement for the previously planned 2018-19 playoff promotion/relegation games to take place; as these games are no longer required to determine which teams will be promoted or relegated within the new structure.

PROVISIONAL LEAGUES

On Monday 1 April 2019 BUCS will be publishing the provisional 2019-20 leagues for the sports referenced within this document; based on league results and the application of the finalised mechanisms. Please note these will be provisional because leagues cannot be finally confirmed until league entries for 2019-20 are received.

Following the publication of provisional leagues, institutions will have the opportunity to decline any automatic promotion that may have been applied to their teams; in the case of Women’s Lacrosse, those teams locked to North A/South A will also have the opportunity to request relegation from that league (into North B/South B). Requests to decline promotion must be received by Friday 12 April 2019, to allow BUCS the opportunity to offer these places to other teams. Please note, that in the case of the Men’s/Women’s Hockey and Women’s Rugby Union National leagues, and the Women’s Table Tennis Premier leagues, teams will be offered available slots based on their position within the ranking exercise done to originally select the teams.

INDIVIDUAL SPORT SUMMARIES

Hockey – Creation of Men’s and ICG Women’s National Leagues

For National League selection, we have opted to use the following mechanism:

- Finishing positions of current North A/South A teams over the last 3 seasons (league and knockout competitions, from 2016-17 to 2018-19) quantified by BUCS Points. To ensure that performance standards within this current season are appropriately represented, BUCS Points for the 2018-19 season have been doubled within the scoring matrix.

- Teams ranked 1st - 9th within the scoring matrix will form the new National League.

For the creation of the new North A/South A leagues and below, we have opted to apply the following process:

- All current North B/South B sides finishing 1st – 5th will move into the new North A/South A along with the 3 North/South teams ranked 10th -12th within the National League scoring matrix. The 6th placed teams in the current North B/South B leagues will still be relegated.

- To fill the 5 open spots in the new North A/South A leagues, the 1st placed teams eligible for promotion (as per REG 13.3) from Tier 1 will be automatically promoted.

- If the 1st placed team in a Tier 1 league is not eligible then it will be offered to the 2nd placed team in that league. If they are not eligible, then the relegated team from the current North B/South B league (6th) will be offered to remain in the new North A/South A league.

- Which Tier 1 league the current North B/South B teams are relegated into, will determine the number of automatic relegation slots from that Tier 1 league. If no team is relegated to the Tier 1 league then only the 6th placed team will be relegated from Tier 1; please note Scottish Tier 1 is already 6th place only, so this will not be impacted in any way.

- Below Tier 1, normal relegation and promotion will take place. Those leagues with no team relegated in to them from the tier above will have the slot filled by the 2nd placed team in the league below if eligible. If the 2nd placed team is not eligible from the league below then there will be no relegation from that league.

Rugby Union – Creation of Women’s National League

For National League selection, we have opted to use the following mechanism:

- Finishing positions of current Premier North/South teams over the last 3 seasons (league and championship knockout competitions from 2016-17 to 2018-19) quantified by BUCS Points. To ensure that performance standards within this current season are appropriately represented, BUCS Points for the 2018-19 season have been doubled within the scoring matrix.

- Teams ranked 1st - 6th within the scoring matrix will automatically form the new National League.

- Teams ranked 7th - 12th within the scoring matrix will automatically form the new North A/South A leagues.

For the creation of the new North A/South A leagues and below, we have opted to apply the following process:

- To fill the 6 additional North A/South A spots, the 5 1st placed teams eligible for promotion (as per REG 13.3) from Tier 1 will be automatically promoted. If the 1st placed team in a Tier 1 league is not eligible then it will be offered to the 2nd placed team in that league. The sixth team will be based on finishing positions of the 2nd placed teams within Tier 1 over the last 3 seasons (league competition only, from 2016-17 to 2018-19) quantified by BUCS Points, with 2018-19 doubled to reflect current performance standards.

- There will be no relegation from Tier 1. The 1st placed teams from Tier 2 will be automatically promoted. Which league the 12th North A/South A slot is selected from will determine which 2nd placed Tier 2 team also moves into Tier 1.

- No 5th placed teams in Tier 2 will be relegated. The 6th placed teams in Tier 2 will be automatically relegated, unless the 2nd placed Tier 2 team eligible for promotion, as per above, is selected from that league. In that instance, the 6th placed team will not be relegated. The 1st placed teams from Tier 3 will be automatically promoted, and in some cases potentially 2nd placed teams.

- There will be no relegation from Tier 3, and automatic promotion from Tier 4.

Table Tennis – Creation of Women’s Premier North/South Leagues

For Premier North/South League selection, we have opted use the following mechanism:

- Finishing positions of current Tier 1 teams over the last 3 seasons (league and championship knockout competition from 2016-17 to 2018-19) quantified by BUCS Points. To ensure that performance standards within this current season are appropriately represented, BUCS Points for the 2018-19 season have been doubled within the scoring matrix.

- Which Tier 1 league teams are promoted to Premier North/South, will determine the number of automatic promotion slots from Tier 2. If more than 1 team is needed to be promoted from Tier 2 to create a 6 team league, then the 2nd placed team from that Tier 2 league will also be eligible for promotion. If there are 2 leagues in Tier 2 then finishing positions over the last 3 seasons (league competition only, from 2016-17 to 2018-19) quantified by BUCS Points, with 2018-19 doubled to reflect current performance standards will determine which team this is.

Lacrosse – Creation of Women’s North B/South B Leagues

For North B/South B selection, we have opted use the following mechanism:

- Current Premier North/South teams to be locked in and these leagues to become North A/South A.

- North B/South B teams to be selected by finishing positions over the last 3 seasons (league and championship and trophy knockout competitions*, from 2016-17 to 2018-19) quantified by BUCS Points, with 2018-19 doubled to reflect current performance standards.

- There will be no relegation from Tier 1.

- Which Tier 1 league teams are promoted to North B/South B, will determine the number of automatic promotion slots from Tier 2. If more than 2 teams are needed to be promoted from Tier 2, then the 2nd placed team from that Tier 2 league will also be eligible for promotion. If there are 2 leagues in Tier 2 then finishing positions over the last 3 seasons (league competition only, from 2016-17 to 2018-19) quantified by BUCS Points, with 2018-19 doubled to reflect current performance standards will determine which team this is.
